SERAM differentiates between no value provided, and 0 values.

This distinction can be used to make sure that a value was not merely forgotten on data entry, and that it in fact is just 0. You can configure the Zero-Reporting requirement per indicator.

The opposite is also possible, a default of 0 (or any other value) for any indicator value not entered can be configured as well.
