Every indicator is activated for a specific scope. The scope determines which structures (sites etc.) the indicator is available to.

You can, for instance, have an indicator that is scoped to a business unit, so every site under that BU will be able to use the indicator, but other BUs will not be able to use it. And scoping is really useful with indicators marked as mandatory.
